JAMES ON THE ISSUES

In my first term, we have made real progress in the 7th District. We have implemented the largest investment in our schools, created an Office of Returning citizens, reduced homicides and shootings, renovated recreation centers and libraries, and built new playgrounds in every corner of the district. But there is much more to be done, and I am committed to building on what we started.

What’s next:

  • Pass legislation to create a “do not call” registry, designed to protect homeowners from predatory practices by companies targeting individuals in vulnerable circumstances.

  • Expand access to primary and specialty healthcare in West Baltimore.

  • Finish construction of Parkview Recreation Center in Penn-North, while securing additional funding for the new Lillian Jones Recreation Center in Sandtown and renovations at the Roosevelt Recreation Center in Hampden.

  • Eliminate vacant housing, block by block, to pave the way for the creation of affordable homeownership and rental opportunities.

  • Pass legislation for crime prevention through environmental design in blighted areas.

  • Ensuring the historic Frederick Douglass High School’s successful renovation.

James’ Record on the Council:

Improve City Services & Public Safety 

  • Created an office of Returning Citizens, focusing on the critical needs of formerly incarcerated individuals.

  • Passed a law mandating proof of disposal locations for demolition permits, reducing illegal dumping.

  • Advocated for establishing an older adult office and backed simplify the Homeowners Tax Credit’s application process to allow auto renewals for seniors.

  • Advocated for group violence reduction strategy, resulting in reduced homicide and non-fatal shooting rates.

  • Increased funding for the Citiwatch camera partnership to supply more cameras to residents.

  • Backed upgrading fire equipment, ensuring our first responders have the needed resources for emergency responses.

  • Advocated for changes in State law mandating prompt notifications for individuals on private home detention monitoring systems when they are missing.


Better Schools & More Jobs

  • Led the Council oversight on the implementation of the Blueprint for Maryland’s Future.

  • Championed school-based violence intervention pilot programs at targeted high schools.

  • Secured funding for library renovations at Walbrook and Penn-North Branches, expanding community resources.

  • Distributed school supplies to over 700+ young people annually.


Strengthening our Communities

  • Supported the expansion of digital broadband in West Baltimore.

  • $300,000 advertising campaign to attract Black residents back to West Baltimore.

  • Introduced legislation for a “do not call” list to shield vulnerable homeowners from predatory real estate tactics.

  • Introduced legislation to eliminate vacant housing, block by block, creating affordable homeownership and rental opportunities.

  • Secured $40+ million for new Parkview and Lillian Jones recreation centers, Medfield recreation center renovations, Druid Hill Park Vision Plan, and district-wide playground and pool upgrades.

  • Advocated for ARPA food insecurity initiative to improve access to healthcare and economic stability through produce box distribution; increase online SNAP and farmers market participation with nutrition incentives; online SNAP expansion and implement a Produce Prescription (Rx) program.
